The National Council of State Boards of Nursing (NCSBN) is a not-for-profit organization whose purpose is to provide an organization through which boards of nursing act and counsel together on matters of common interest and concern affecting the public health, safety and welfare, including the development of licensing examinations in nursing. We will explain the methodology of differential item functioning (DIF) that is used to ensure that each item is measuring all diverse subgroups in the same way. Engaging in on-going item analysis is part of keeping the NCLEX a reliable and valid licensure exam where each examinee has an equal opportunity to demonstrate their knowledge. NCSBN’s membership is comprised of the NRBs in the 50 states, the District of Columbia, and four U.S. territories — American Samoa, Guam, Northern Mariana Islands and the Virgin Islands. There are three exam user members. So some people define that as substance-free recovery, some people define that as maintaining recovery status despite sometimes periodic lapses or relapses. So one of the key issues that we're going to talk about is fuzziness around definitions and how we define ongoing recovery and success of these ATD programs. But for this study, if memory serves, Smiley and his team defined recovery the way that the local program that they studied defined recovery, which typically is substance-free recovery for a period of three to five years or upon graduation from the ATD program.
