The Pharmaceutical Council in the UK has just appointed a new post, which is looking specifically at what's now being called upstream regulation. So going upstream to try and prevent problems arising in the first place is becoming much more commonplace in the UK now. I think it's probably fair to say that the risk-based approaches in the past on the other side of the pond have been characterized by predominantly self-regulation without the input of public members, predominantly light touch, as was the case in Mid Staffordshire, predominantly punitive, and predominantly reactive in nature.

In addition, NGN items are generally much more complex than standard NCLEX items. Because of the range and depth of what's being measured, partial credit scoring is more appropriate for these items. And finally, partial credit scoring may be considered more fair for items that require several response elements. Receiving a 0 for a complex response that is almost entirely correct may be perceived as unfair and therefore the validity of the exam. This concludes my presentation on the work of the exam committee and our recommendations to the delegates.
