    On this point, I would like to note a study conducted by Alfred Blumstein and Kiminori Nakamura, published in the "National Institute of Justice Journal" in 2009. The study looks at records of arrests in New York from 1980, 1985, and 1990 and compares them with each other, and then with Florida and Illinois over the same periods. The authors make many statistical points but their main objective is to find what they call redemption time, which they look at as the length of time after which a former offender poses less risk of being arrested again than an average person of the same age or race who has not been arrested before.

    But what we got from this survey was, number one, the patient ID. So, we were able to connect it along with the ©2024 National Council of State Boards of Nursing, Inc. All rights reserved. 5 type of provider that was their assigned primary care provider and who they had a visit with, which is why they got that survey for that patient. So, at least one visit with their assigned primary care provider. They may have had other visits with other providers during that timeframe, but the person who they're getting these surveys for is really the person who's responsible for managing the majority of their care.

    And one of the things he keeps reminding me is, "If you're explaining, you're losing." So, the message there is to be proactive. Think about the policy that you want to change and actually sit down with a team of people and consider, what will the opposition say to our points for wanting this bill? What are their points going to be opposing it so that we can proactively state, "This is how this works. This is how nurse practitioners effectively prescribe," rather than wait for that false information to come out and then you have to explain and you're losing because you are rebutting something that's already out there in the public.

    Here before you, and you might have to squint a little bit, so I apologize for that, but we had to shrink it to try to fill the slide with the case intake form, but this is what we used for the baseline board information. So, we had three data collection, basically, points. The first one is we wanted to understand the characteristics of the board that was participating in the study. So, I can assure you that the list of states that you see here on the left was considerably more exhaustive. But this is what fit on the slide.

    It's done by operation of law. We notify them as a courtesy, but we know there are individuals that get their license suspended that they didn't receive a notification because they've moved, they don't know. So, that's one of our selling points, that we tell people. Something could happen to your license and you'd not know it, but you will know it if you're in the system.
