    Schowalter, MEd, RN, a founding “mother” of the organization and nursing regulatory pioneer who passed away on May, 26, 2025. Her contributions to regulation and public protection are profound. At a 1977 meeting of the American Nurses Association Council of State Boards of Nursing, Schowalter made the motion to form a task force to study the reorganization of the ANA Council of State Boards of Nursing, which led to the founding of NCSBN.

    The researchers examined onboard- ing methods used by control hospitals and identified wide variation in their methods. There were 26 control sites that did not have a structured curricu- lum and had fewer than six elements the literature describes as essential to transition (patient-centered care, communication and teamwork, quality improvement, evidence-based practice, informatics, safety, clinical reasoning, feedback, reflection, preceptorship and specialty knowledge in the area of practice).
