The committee found the most important reason for BONs to be involved in program approval is that, unlike other health care professions, licensure in nursing is a two-pronged system: (1) the graduate must show evidence of graduating from a BON-approved nursing program; and (2) the graduate must pass the NCLEX®. By graduating students and making them eligible to take the NCLEX, nursing faculty verify that nursing students are safe and competent for entry level practice; therefore, nurse educators have enormous power in this model.

The report is to educate the public that drugs other than alcohol, including marijuana, are absorbed, distributed and eliminated from the body differently than alcohol. While BAC correlates closely with impairment, there is no such measure (e.g., THC) for marijuana that correlates with impairment. Thus, a BAC-equivalent impairment measure is not possible. If the suspect agrees to take an alcohol concentration test the officer will, in a jurisdiction that uses breath alcohol testing, take the offender to a booking location where the sample will be requested, for example, for an evidential breath test. However in many instances, the officer may obtain the sample at roadside in the patrol vehicle or in a mobile testing van or similar setting, if an evidential breath test device is available in the field. In a jurisdiction in which blood alcohol testing is used, the officer will typically obtain a search warrant and transport the driver to a medicinal facility where a blood sample can be drawn.
