Ensure there is a transition period of 60 days for a nurse to apply for a license in a new party state. States should not deactivate a license until the new license is issued or adjudicated. This should help avoid unintended practice without a license.     Undoubtedly, paper documents and documents sent electronically will be a part of the licensure application process and NRB staff must complete a vigilant review of those documents in order to detect fraud. Safe practices in the authentication of any document include attentiveness to any “red flags.” Although a red flag does not directly indicate guilt or innocence, a red flag serves as a warning sign for inconsistency and the need for additional investigation. Further analysis may reveal a mere mistake in the licensure application or fraud, misrepresentation or omission of complete information. Communication with the NRB licensure team regarding individual red flags will assist in monitoring a specific licensure application.
