    The Texas Board of Nursing uses the NCSBN quality indicators to assess their nursing programs, either during a review of a self-study report or a survey visit. These are not administrative rules, but they do represent goals to which programs may aspire. These quality indicators have been presented to a very interested audience of Texas program deans and directors at various meetings. When the quality indicators have been validated during a survey visit, the education consultant acknowledges the evidence of their presence during the exit interview that includes school officials and administrators.

    So, right off the bat, this sets a good baseline understanding of comparable year-to-year of patient safety. With baseline patient safety confirmed, we now turn our attention to the survey results themselves. The overall survey response rate was approximately 14%, with a total of 17,000 APRN respondents located across 26 states. The subsample for this three-state analysis consisted of 1,212 APRN respondents. On average, respondents were 50 years old and predominantly female and white non-Hispanic. Ninety- two percent indicated they were actively engaged in direct patient care.

    And again, this is the bottom half of that flow chart. So, in the end of the process, if you're a resident of a non-complex state, you're going to get a single-state license. If you're a resident of a Compact state, it will be a multi-state license, assuming you're eligible. Okay. Some of the key points for new graduates. And these points pertain to NCLEX in particular. NCLEX can be taken in any state. So the N is for national, meaning it's a national exam. That means it's the same wherever you go. It's not a state exam. It's not different in certain states.

    The inquiries were from nurses throughout the United States as well as Canada and Europe. These data demonstrate a 33.33% increase over a six-month period, as the 26 inquiries received in September 2022 rose to 39 inquiries received in February 2023 (Ayars & Hooper, 2023). Based on multiple database searches, a scarcity of current literature about NRCs was located. However, authors of available NRC articles independently set forth that a nursing shortage emerging during the 1980s created interest for health care facilities in recruiting non-practicing nurses back into practice to meet staffing needs.

    But again since you asked me to sort of talk about research, I'll just mention a couple things that we've done over the years. This is one of the starting points for me, is we went around and we did grand rounds on the subject. We asked doctors to... mainly doctors and nurse practitioners, to write down three errors that they've committed, either seen themselves or seen from a colleague.     We are an umbrella agency of 13 health regulatory boards. We've had a contract in place with a research firm for a long time, who has analyzed all of our 13 health regulatory boards' cases going back to 2001. That was in an effort to establish a sanction reference points guideline. So it's a tool designed to assist our board members in sanctioning licensees in a consistent manner when violations present themselves regardless of the fact that it happened last year versus this year, or what the specific circumstances are.
