The BOD shall appoint chairs and participants to special and standing committees from the membership providing for expertise needed for fulfillment of the specific charge. The BOD may also consider distribution, balancing board members and staff of member boards, exam user members or associate members, registered nurses and practical/vocational nurses when feasible. b. The BOD may appoint non-voting Ex-Officio members to the NCLEX Examinations Committee (NEC). c. The BOD may appoint persons external to the membership to special committees but at no time shall the number of external participants exceed the number of participants from the membership.
