Since the October meeting, the Federal Affairs division has continued to work to promote the organization’s policy priorities. With the election now complete and the transition of new leadership in the nation’s capital, it is anticipated that the selection of chairs for committees and subcommittees will be impactful. The new executive branch of leadership will submit its list of appointments to executive branch agencies, which could potentially influence our policy priorities and agenda. As the BOD and NCSBN leadership determine priorities for 2025, the Federal Affairs team will formulate a policy agenda to work toward the organization’s goals and continue to raise awareness of NCSBN as the voice for nursing regulation and workforce issues.

All committee members worked to update language, to reflect concerns related to the Americans with Disabilities Act or the ADA, incorporate evidence-based standards, update terminology, remove ambiguity, and to streamline the structure and content within the acts and the rules. The Licensure and Governance Sub Committee, you can see the members of that team, they reviewed the Act Articles 2, 4, 5, 11, and 12, and Chapters 2, 4, and 5 of the Rules. We then identified states in each of our physician oversight categories. And finally, we picked one state in which a relatively high percentage of NPs had waivers and a state in which a relatively low percentage had waivers. Note that the high percentage for restrictive states was about equal to the low percentage for states that did not require oversight. Our states were West Virginia, New Mexico, Michigan, and Ohio. In each state, we had teams of two to four researchers conduct the site visits. We were lucky and we finished our site visit to New Mexico in February 2020.

So here are the key quality indicators. These are the ones that really make a difference, we have found. Accreditation is really linked to outcomes, and we have done studies on that. And the approval status that all of the boards of nursing do, we found that from our site visit study. Very important data. NCLEX trends. Now remember, the NCLEX is a lagging factor. So what we're trying to do is prevent that from falling by looking at some of these other indicators. Director turnover. You can have more than three directors in five years, and that is bad for your outcomes.

And we also applied for the state's PPE reimbursement loan. So we're awaiting that reward, but we hope to regain some of those funds back that we expended on some of the PPEs. - Great, thank you for the information. Next question for you is, "Who led the COVID response team for your board?"

This was an amazing legislative victory for us! I am confident that we would not have been successful without the nominee’s careful and deliberate lobbying efforts. The nominee was essentially available as a subject matter expert on a 24 hour, 7 days a week basis and worked well with the NCSBN Compact Team to facilitate answering last minute queries from legislators and legislative staff.

So all of these data that we have, I believe are going to, when compiled, constitute the most comprehensive collection of nursing research studies measuring the impact of COVID-19. And those are all going to be published in a special issue of the "Journal of Nursing Regulation" coming next April in 2023. So with that, I want to thank the Nursing Regulation Team who is making all of this possible, David and the other chiefs for all their support, and to our board of directors because without all of you, none of this would be possible. And thank you all to our members as well. We love your participation.
