So my team four, as soon as I saw that, I'm like, and we're all getting together. So I called a meeting and I said, "I need your ideas. You know, who's got ideas of how we could fix this?" So I'm going to pull something else out of my magic bag. But I had one individual, a young man, 26 years old, run into my meeting and say, "I know what we can do. I know what we can do. The crew can make this and we can fix the solar array." So if you've ever seen the movie "Apollo 13" where they dump stuff on the table, that was my "Apollo 13" moment, except I am looking at him like he's nuts.

And it may, in fact, relate to some differential gene expression during adolescence compared to adulthood. So this phenomenon of epigenetics and how our environment actually causes various different genes to be turned on or turned off at various different points throughout our human development may be a big factor related to why early onset of use impacts kind of brain development, and perhaps this disconnect between the prefrontal cortex and the midbrain. So this is also a little bit of, kind of a complicated slide, so let me walk you through this.

So, for instance, we might look at licensed psychologists that we think tend to be licensed in all 50 states, and compare those to an occupation we think is generally unlicensed, such as biologists. And if psychologists make more money than biologists, we say, "Voilà, there is evidence there that licensing raises wages." Voilà. Again, I can think of about 16 things wrong with this, in part because I have yet to say, "I think I'll go visit my biologist today, I'm feeling slightly blue, my biologist will cheer me up." There is an obvious consumer component to psychologists that are missing from laboratory biologists. And so the comparison breaks down if these two occupations differ in any way.

The NLC Rules Committee is fundamental to the operations at the Compact, as Fred had stated, and according to the bylaws, and as displayed in the organizational chart for the Interstate Commission of Nurse Licensure Compact Administrators as you see on this slide, the Rules Committee is a standing committee and that's very important. ©2021 National Council of State Boards of Nursing, Inc. All rights reserved. 4 The Rules Committee is made up of nine members, which includes five executive officers at this time, four attorneys from member states, and the general counsel. And we would also like to acknowledge the dedicated work of the director of the Nurse Licensure Compact, Jim Puente and associate, Maggie Bieniek, very, very key to the function of the Compact.

And part of that is because we want to look in the mirror at the end of the day. And what does golf have to do with anything ethically? You're going to find out here. - 12,000 golf players. We said imagine the ball fell on the rough, not a good place. And you really, really wanted it to be 4 inches to the left. Would you pick it up and move it 4 inches? And people said, "Heaven forbid. You don't understand the nature of the game. How people feel about it. Nobody would do that." Fine. Nobody does that. What about kicking the ball? No problem whatsoever?

Because normally we had managers and supervisors that were eligible to telework initially, versus licensing specialist didn't have that switch flipped in the system. But we knew we could do it. So we had to do some of those things, policies and things like that. We had people fully remote for two and a half years, essentially. I have 26 in my chain. So I've got licensing, criminal background checking, and in-operations. So we still had a few people coming in, myself included. I think with our management team, we had us rotating in one day a week which we had been doing up until I think the early April.

What we found is that of the ATD programs that we landed on, 26 of them were nursing specific, 13 of them were multi- professional, and 4 of them, we couldn't tell from the internet search. There was vast variability in the quality and quantity of information that was available. So if I lived in, you know, Massachusetts, I'm going to find a very different level of information than if I live in Hawaii.

Titling The title Advanced Practice Registered Nurse (APRN) is the licensing title to be used for the subset of nurses prepared with advanced, graduate-level nursing knowledge to provide direct patient care in four roles: certified registered nurse anesthetist, certified nurse-midwife, clinical nurse specialist, and certified nurse practitioner.4 This title, APRN, is a legally protected title. Licensure and scope of practice are based on graduate education in one of the four roles and in a defined population. Verification of licensure, whether hard copy or electronic, will indicate the role and population for which the APRN has been licensed.
