So, right off the bat, this sets a good baseline understanding of comparable year-to-year of patient safety. With baseline patient safety confirmed, we now turn our attention to the survey results themselves. The overall survey response rate was approximately 14%, with a total of 17,000 APRN respondents located across 26 states. The subsample for this three-state analysis consisted of 1,212 APRN respondents. On average, respondents were 50 years old and predominantly female and white non-Hispanic. Ninety- two percent indicated they were actively engaged in direct patient care.

Rules take precedence over all authorities except the NLC. of the NLC authorizes the promulgation of rules and provides that they shall have the force and effect of law and shall be binding in all party states. of the NLC sets out promulgation procedures for rules. Authorities Bylaws Art. II provides for establishment of standing committees. Bylaws Bylaws are equivalent to rules and govern the management and operation of the Commission and require majority vote of the Commission to be approved. Art. VII. c. of the NLC allows for approval of bylaws.

Around 2006 to 2009 or '10, three or four years, we took the time to go and visit all the members in the country, all the jurisdictions, except for, I think, Guam or American Samoa, we had conference calls with them. They're just too far out for us to visit. So, we had a conversation with every single member. When we visited the members, we actually talked with their staff, we asked them, "What kind of tools do you really need in the system that will allow you to be more efficient?"
