We also need to make our data visible to the public about how we're doing and our progress and continue to think about how we demonstrate our accountability consistently. And we've all been watching with heavy hearts what's happening in Kansas. Carol, Adrian, our hearts are with you on this. This could be any one of us. And so now coming into '26, we had this come full circle and we had a bill introduced that would threaten to remove our authority for education. And so while not the full authority of the board, it certainly put us in the spotlight in a way we would have preferred to avoid. And concurrent to this, we are doing rulemaking.

A national Delphi study of experts in education, regulation and those in practice who work with new graduates; 2. A national quantitative study of five years of NRB annual reports of nursing programs; and 3. A national qualitative study of five years of NRB site visit documents. Along with these three companion studies, NCSBN also conducted a comprehensive literature review, specific to the following questions: • What are the quality indicators of nursing education programs? • What are the warning signs when programs begin to fall below standards?

- Well, at IPN, we did allow the virtual because that was all we had at that time. But we have asked the evaluators to contact us when they went back face-to-face because that is our preference , because you can learn so much when you're sitting in front of a person and then they were able to get their labs done right there on-site as well, instead of trying to coordinate with a third party. So our goal at IPN is for all of our evaluations to return to the face-to-face evaluation. We think that's more effective. It's more timely. We're able to gather the information quicker.

Test publishers and testing services are always concerned with irregular behavior

This approach removes the issues related to region differences, but it would not be able to detect if there was cheating that was constant over several years. Changes in pass rate for a test center could be caused by changes in the demographics of the population that tests at that site, improvements in the educational programs in the area surrounding the test center, or even the time of year. Alternatively, a more sinister mechanism could also be at work. There could be problems related to a specific proctor or examinees in the region have been harvesting items and sharing that repository of items with new examinees.
